We have to mention three realities to justify this Specialization Diploma. The first of these is that the associative movement in social matters, what is called the Third Sector, manages millions of euros of public money through the granting of subsidies for maintenance and programs, and through concerts for the provision of services. On the other hand, the economic amount handled by the Third Sector has been increased by the transfer of 80% of the management of the funds of the Social Interest Programs of 0.7% of personal income tax, previously managed by the General State Administration and that a few years ago, it was transferred to the Autonomous Communities, which meant an extra 45 million euros for programs managed by the Andalusian social sector associations; at this point we must also cite the figure of reserved contracts established by the Law of Contracts of Public Administrations and managed by entities of the social sector. Finally, we have to refer that the social sector entities have based their financial sustainability on the calls for public aid, whose trend is downward and, therefore, they must diversify their sources of income, through the aforementioned figures, such as concerts, reserved contracts or fundraising. This leads social entities to have to improve the formulation of projects, as well as to pay greater attention to management systems (quality). The main objective of this Specialization Diploma is to offer third sector professionals a transversal training that allows them to reinforce certain knowledge, techniques and skills necessary for an efficient economic-financial and human resources management, as well as for a correct strategic planning, of communication, evaluation and quality control.
